A three days Capacity Building Programme for the women Police Officers with special focus on Crime Against Women and its investigations was conducted in Sher-i-kashmir Police Academy w.e.f. 12-03-2018 in which 33 women Police Officers participated.
Sh. Mohammad Sulaiman Salaria, IPS, ADGP, Director SKPA Udhampur who was accompanied by Sh. Stanzin Norboo, JKPS, SSP & Sh. Murtaza Nasir, DDP inaugurated this Capacity Building Programme coordinated by S.Randheer Singh, JKPS, SSP, who also presented welcome address and course was ably conducted by Prosecuting Officer Ms. Neha Nayyar.
This programme was sponsored by the National Commission of Women (NCW) in collaboration with BPR&D (Bureau of Police Research & Development).
As the main task of NCW is to study and monitor all matters relating to the Constitutional and legal safeguards provided for women to review the existing legislations and suggest amendments wherever necessary.
In pursuance of the aim of the commission to monitor proper implementation of all the legislation made to protect the rights of the women so as to enable them to achieve equality in all spheres of life and equal participation in the development of the nation, the commission took up the task of conducting three days capacity building programme for women police officers who would be investigating officers in Crimes against women.
As the recent National Crime Records Bureau (NCRB) statistics reveals that Crimes against Women are on the rise and it is the need of the hour that the women police officers are sensitized about these issues and it is also important to expand their mental horizons for achieving excellence and for promoting attitudinal reorientations in line with changing organizational ambience so as to foster respect for women rights and recognition of gender issues of focal point of public efforts.
Experienced and renowned Resource Persons in this area of knowledge interacted with the course participants which included Dr. Kavita Suri, (Head, Deptt. Of Lifelong Learning, JU, also a member of State Women Commission), Ms. Sunita Kargotra, (CPO RPHQ), Er. Gagan Deep Singh (I/C cyber cell Jammu), Dr. Nancy Mengi (Asstt. Prof. CUJ), Dr. Vinka Maini, (Registrar, Deptt. Of Forensic Medicine, GMC Jammu), Sh. Kamal Sharma, (C.P.O SKPAU), Ms. Sunniya Wani, JKPS (Dy. SP), Sh. Rohit Koul (Scientific Officer retd. FSL Jammu) assisted by Sh. Mohd. Asif Choudhary I/C FSL Udh-Reasi Range, Inspr. Jagpal Sharma and SI Mahmood Ahmed from S. K. Police Academy Udhampur.
All the resource persons discussed in detail the different issues and were helpful in upgrading the knowledge and investigating skills of the participating women officers. This Academy provided the platform for achieving the objectives of this training programme of making the women police officers well versed with laws pertaining to women, familiarising them about implementations of such laws with counselling skills and also appreciating the psychological state of the victims, promoting better understanding of professional requirements as well as sensitization to social, economic and political environment in which the activities are to be undertaken, to treat women with dignity, honour and to inculcate, confidence in them and to make sure that women do not face any harassment when they approach police stations and are treated with due courtesy and dignity.
